The National Transport Commission has released their report “Barriers to the safe use of personal mobility devices August 2020: Decision Regulation Impact Statement”, which was presented to the National committee of transport ministers on [ date ].

This report follows 2019’s discussion paper “Barriers to the safe use of motorised mobility devices”, and affirms Option 3, Speed Approach 1 as offering the highest net benefits should Personal Mobility Devices be nationally legalised.

“Permitting PMDs to travel up to a maximum of 10km/h on pedestrian infrastructure is the most appropriate speed based on safety considerations for pedestrians. For bicycle paths and roads, a maximum speed up to 25km/h is considered safe and appropriate, and there appears to be little justification to further restrict PMD speed in these areas.”
